请问大家有没有遇上以下的问题，他说 MASTER CARD 付款，有人知道怎么操作吗？

Nice to speak with you please note that I have checked with WESTERN UNION and all other money exchangers to transfer $35 but due to recent case we had Lahore High Court punished a gang involved in money landering so Govt has instructed all money transferers that they can only recieve money from foreigners but can not send/transfer dollars from here to other countries via T/T or els but only with their prior approval with proof and hell of formalities.
